Grievance Redressal Cell

Introduction

The Grievance Redressal Cell (GRC) at SIBGA Institute of Advanced Studies is established to create a responsive and accountable environment by addressing complaints and grievances of students, faculty, and staff in a fair and timely manner. The Cell functions as a platform to promote harmony and a conducive academic atmosphere within the institution.

Objectives

  • To provide a mechanism for redressal of grievances related to academic, administrative, and personal issues.
  • To ensure transparency in academic and administrative processes.
  • To maintain a peaceful and student-friendly environment on campus.
  • To uphold the dignity of the institution by addressing grievances with sensitivity and confidentiality.

Composition of the Cell

The Grievance Redressal Cell is composed of:

  • Chairperson: Principal (Ex-officio)
  • Convener: Senior Faculty Member
  • Members: Representatives from teaching staff, non-teaching staff, and students (including representation of women and SC/ST categories)
  • IQAC Coordinator (ex-officio member)
  • Legal Advisor or External Member (if required, for sensitive cases)

Duties and Responsibilities

1. Grievance Registration and Acknowledgement

  1. Provide accessible channels (physical drop-box, online portal, or email) for lodging complaints.
  2. Acknowledge receipt of grievances within a reasonable time frame.

2. Preliminary Review

  1. Scrutinize the grievance to assess its nature and seriousness.
  2. Refer issues to relevant departments or committees if they fall outside the purview of the GRC.

3. Inquiry and Resolution

  1. Conduct fair and unbiased investigations into the grievance.
  2. Hear the complainant and relevant parties to arrive at a just resolution.
  3. Resolve grievances within a stipulated time, ideally within 15 working days.

4. Maintaining Confidentiality

  1. Ensure that all grievance-related information is kept confidential and used only for the intended purpose.
  2. Avoid any form of retaliation or victimization against the complainant.

5. Documentation and Reporting

  1. Maintain records of all grievances received, actions taken, and resolutions provided.
  2. Submit periodic reports to the Principal/IQAC for review and follow-up.

6. Awareness and Outreach

  1. Create awareness among students and staff about the availability and functioning of the Grievance Redressal Cell.
  2. Conduct orientation programmes for students regarding their rights and institutional grievance mechanisms.

7. Appeals and Escalation

  1. Provide the aggrieved person the option to escalate unresolved issues to higher authorities such as the College Council or University Grievance Cell.
  2. Facilitate access to legal or psychological counselling in extreme cases.

8. Adherence to Legal and University Guidelines

  1. Operate in accordance with the UGC (Grievance Redressal) Regulations, directives of Kannur University, and other statutory bodies.
  2. Integrate the Cell's function with other regulatory bodies such as the Anti-Ragging Committee, Internal Complaints Committee (ICC), and Equal Opportunity Cell, as required.

Scope of Grievances Addressed

  • Academic issues (internal marks, attendance, exam-related concerns)
  • Harassment, discrimination, or unfair treatment
  • Infrastructure-related concerns (hostel, classrooms, facilities)
  • Administrative delays or procedural gaps
  • Personal grievances affecting academic progress
